According to what data? I work in criminal justice reform. I can assure you poverty is a major factor in petit crime.
I’d wager a person desperate enough to steal a bike has probably spent their life in poverty, in the US,likely as result of systemic racism.
Bike thievery sucks, but so does preying on the vulnerable.
