The judicial system is one of the structures vaguely holding up right now. That whole “appointed for life thing” on the federal bench seems wiser when everyone who can lose their job in congress and the agencies is turning toady.
My friend is dense and needs someone to explain this to him.

Reform and rename. The immigration enforcement functions will simply migrate to other agencies if you abolish. The key is to control the behavior and build guardrails. Throw out the corrupt leadership tho.

Cynically speaking, this is exactly why the shooter won’t survive in the ICE scenario.

That’s actually going to be interesting. An aggressive state prosecutor can indict with what exists already. The defensive information is in the feds’ possession so the onus is on ICE to pony up the info that helps the officer. The facial recognition softwares can probably already ID him. But then refusal to cooperate leads to impeding a murder investigation and witness tampering charges, which lead to federal court injunctions (or even RICO?).
Trump can’t pardon state crimes. The real problem is the doctrine of qualified immunity. The courts bend over backward not to find law enforcement officers acted “clearly” unreasonably. In garden variety cases that’s appropriate. But there’s increasing amounts of bad law granting immunity for officers shooting fleeing suspects in the back, and “fear for life” shootings through windshields, etc.So what remains is a civil case for money against the government.
Let’s not overlook him as the twins in Agents of Shield.
