I agree with you that it motivates people to work much harder and care about the quality of their work. Since I've been in software engineering 23 years, I don't know a lot about other professions. I do know the union workers at my company all get the same bonus that's negotiated in the contract and has nothing to do with their performance.
Our bonus targets are around 18% of your salary. So a software engineer making $120,000 has a $21,600 bonus target. A "Unsatisfactory" review gives you a 70% modifier, so $15,120. If you got a "Standard" performance review, you get a 90% modifier on your bonus. If you got an "Outstanding" performance review, you got a 130% modifier on your bonus. So... the difference between $19,440 and $28,080 just for "successfully doing the bare minimum" versus "going above and beyond."
