While the EC is bad, it's not what causes the two partyy system. First Past the Post voting style is what causes two party systems. Ranked choice voting it needed

There hasn't been a conclave longer than a few days in a while.
If admin doesn't inform teachers when busses are late, then, no, they wouldn't know they are late. (And admin usually drops the ball)

ISS is generally a lesser punishment on school records than OSS. In many districts, ISS (or ISD) happens and that's it, but OSS will linger on a record and could trigger changes to a student's school 'career' down the line , ie, not being able to be placed in a Magnet or out of district school, or being forced into a correctional school once certain markers accrue. YMMV depending on the school district.
If OSS is a 'vacation', that is on the parents at that point. A symptom of parents treating Schools as free childcare (which in turn is a symptom of working being shite in the US) and not a major part of their child's development.
Yeah, just replace 'American' with the appropriate group name for whatever location you're talking about, and this applies.
