I think you get more surplus in the US than we do in the UK! I've seen 1 half used box with 20 rounds of Mk7 ammo in the last few years.
Were are you? in the UK there hasn't been surplus for years (apart from blanks and tracer). The S&B stuff shoots well and is gentle to shoot
Of course, there are all the other restrictions we have that other places don't have.
In the UK we only have rules on buying primers, nothing else is regulated. Buying primers just needs you to show your license.
But still is governed by Westminster. If you go off your examples, Kernow, Mercia, northumbria and Wessex could be considered nations.
Administration of a form. NI has had no form of centralised administration for a few years (until this month). Scotland is the closest 2/3
