There are software able to do that. Its called stabilization. It's mostly used to suppress camera shaking, but if you play it right, you 1/2
Wind probably. Basically, the bird is flying at the same speed the wind is going but in the opposite way, so from our pov it looks still.

They've already done it 20 years ago, and succeded. The "Brooks Brothers riot" in Florida stopped the recount, leading to Bush's victory.
