According to multiple sources, his staff has to fight to keep him paying attention to briefings. e.g. by drastically shortening them, adding more pictures, putting in his name as much as possible, and presenting them as Fox-style news bulletins. Also the number of briefings massively declined.
He's simply not interested in the finer details of governing. And that's in addition to thinking he already knows everything, being lazy, having a crumbling mind, and people using him as a figurehead.
