There is a myriad of reasons as to why it could work (selv circuit, power brick in outlet, etc.) and a myriad of reasons why it could go bad (cheap AC motor fan, exposed wires instead of epoxy casing). Most likely scenario is cheaper fan, exposed AC motor, water would short it and maybe trip the breaker, maybe kill someone.
To go even further, under german DIN standards that wire nut installation does not conform to technical rules and would not be allowed as the maximum bend ratio is violated by the twisting. I wouldnt even be allowed to install those here.
Yeah this is what no electrical expertise looks like. These are WIDELY used in critical infrastructure everywhere in the world except the US. No one else uses wire nuts, ever, for the past 16 years as a maitenance worker and 6 years of maintenane crew manager we have never once used a wire nut. We even check heat dissipation in our systems annually, guess what produces no heat whatsoever.

Yeah, same here except less years and those numbers dont add up at all in my area. It is way more expensive to run poles here, they fail more often and we fought tooth and nail last year to finally run the last few km underground. It costs us 75% of what poles cost us. There are also near enough no companies left that would help us service or install them. Trenching is hella cheap now, earth rockets made crossings and hookups easy and quick. A km of pole is three times the lifetime cost for us
