You have found the problem. You can not force citizens to ID without probable cause. They can not have probable cause if someone is here legally or not with out knowing who they are. So they SHOULD be not arresting people on purely officer suspicion.

Just found out I got denied again today. Judge decided the multiple doctors opinions didn't match the evidence the same doctors made their decision on. At the same time he said I didn't have heart failure while acknowledging I have heart failure 2 paragraphs later. Guess it's on to District court.
