There are transgender people transition medically but not socially. Being transgender isn't something one *decides*, it's something one *is*, and the reasons for it are not social but neurochemical. That's why it's important to say Caitlyn Jenner likely did not know she was trans when she was in the olympics, but she was a trans woman in the Olympics.
