I could be wrong but I suspect that drill bit could be one designed for wood and not metal, possibly melting due to heat from the friction
This method seems cheaper than paying the onthly premiums for flood insurance on a property so close to the river. Probably faster to get back into operation as well.

In KY primaries usually sport pretty low turnout. The most amount of votes ever was just under 1 million. 1/
