They have no concept of respect or diplomacy, because they're unable to understand that respect is given by choice, not because it's demanded, and that diplomacy requires mutual respect. Their mental development stopped around age 5.
The Aldmeri/Altmer are using the Stormcloaks to ensure they can seamlessly slide in and take over Skyrim once the Nords get rid of the Empire.
