You dont need to wait for people to move in just because the construction on the other side of the city isn't complete. Its called a staged rollout.

And IIRC many of the apartment towers that got build had to be torn down due to poor construction, so that doesnt really fit into the "planning for the future".
I dont think you understand what "concept" means. These cities actually exist, and are mostly devoid of people because they cant afford to live there. That's not a "concept", that is a demonstrable fact. The idea of them being built to accomedate future growth is absolute nonsense. You dont build homes 10 years before they are needed because who is maintaining them? They will require renovation by the time anyone potentially occupies them. Not to mention chinese building standards are not great.
That could be just a small end of year bonus. The idea of a 15k bonus for minimum work is wild.
You are talking bonuses. Those are a rarity and absolutely not the standard most operate on. If more places had performance based bonuses, then sure, people will work harder.
Never give 100%. Give 50%, so that 75% looks amazing to them.
