That actually happened recently due to the Supreme Court ruling that about half of the state was under tribal jurisdiction, since various treaties from the nineteenth century were still in force... I'm not sure what the practical impact is, other than tribal law superceding state law in certain situations.

On the other hand, multiparty systems have the issue that they split votes. France and Germany are at a very high risk of being taken over by far-right fascist parties even though only about 25% of the voters actually support them, because the left-wing vote is split between multiple small parties.
