It *could* be a closed loop, but most of the time it's not because that's more expensive. AFAIK many data centers use evaporative cooling or "swamp coolers" - because it's more energy efficient (altho it wastes water.) So they're just sucking up the clean water, the computers heat it up and it evaporates out into the atmosphere. The legislation *could* ban swamp coolers and force them to install closed-loop cooling systems, but they're not.
The US allocates money for building roads and infrastructure projects - usually with shady no-bid deals and kickbacks - and then the same grifters steal any money allocated for upkeep. We build more roads than we can maintain. Also, the US then spends more than half the collected taxes on the military and spends an insane amount of money turning innocent little kids into skeletons. We also subsidize gasoline and then ship everything around the country in huge trucks that destroy all the roads.
Dude, the external costs of car ownership makes them too expensive to make, let alone buy, own and drive. They're killing our society and the planet. If the true costs were passed on to the owners (which it should be) almost nobody would be able to afford a car (which they should not be able to.)

Russia has gone from hosting international sporting events and starting to have cultural exports like TV shows - to being banned from officially participating in most sports worldwide and having foreign companies pull out or be banned. The US has gone from hosting the World Cup to cities maybe not going to be ready because they haven't received funding - and foreign visitors cancelling their travel plans and tickets because of threats of being arrested.
